Restricted Items (Require Documentation)

  • Pharmaceuticals and supplements: require prior approval from Japan's Ministry of Health, Labour and Welfare (MHLW)
  • Food products: subject to Japan's Food Sanitation Act; some items need phytosanitary certificates
  • Seeds and soil: must be declared and may require quarantine inspection
  • Certain cosmetics: must comply with Japanese pharmaceutical regulations if they make medical claims
  • Vintage items over 100 years old: may require cultural property documentation
  • How to Complete a Customs Declaration

    Accurate customs declarations are the single most important factor in smooth delivery to Japan. Use the CN22 or CN23 form (depending on weight) or the electronic customs data system used by your carrier.

  • Use the correct HS (Harmonized System) tariff code for each item — this determines the duty rate and whether inspection is triggered
  • Describe items specifically (e.g., "Vintage denim jacket, used, 1980s" not just "clothing") — vague descriptions cause delays
  • Declare the actual transaction value (what the buyer paid), not a depreciated or arbitrary value
  • If shipping a gift to a private person, mark "Gift" and declare the fair market value — still must be accurate
  • 💡 Many carriers (FedEx, DHL, UPS) offer electronic pre-clearance for Japan. If available, use it — it significantly speeds up customs release and reduces the chance of manual inspection.
